Business Process Management and Strategic Mapping Consulting Services

The purpose of this Request for Proposal (RFP) is to provide interested and qualified vendors with information to enable them to prepare and submit competitive proposals to the State of Wisconsin Department of Employee Trust Funds (Department) for the following:

  • on-site consulting services, training and executive support in the areas of business process management, process blueprint, strategic planning and organizational effectiveness including development of an outcomes-based metrics program and portfolio management;
  • remote consulting, advisory and review services in the areas noted above; and
  • ad hoc work as needed and as negotiated between the Department and the contractor.

This solicitation is authorized under Chapter 16 of the Wisconsin State Statutes. The Department is the sole point of contact for this solicitation and the contract.

The proposed contract term will commence on the date the contract is fully executed by both parties and will extend through December 31, 2022 (initial term). ETF retains the option, by mutual agreement of the Department and the contractor, to renew the contract for an additional two (2) one-year periods through December 31, 2024 (renewal terms).  

The deadline for receipt of proposals for this solicitation is Tuesday, January 21, 2020 by 2:00 p.m. CDT. Late submissions will not be considered. Questions may be submitted as indicated in the RFP via email to ETFSMBProcurement@etf.wi.gov. 

Any news releases or release of broadcast e-mails pertaining to this solicitation, any resulting contract(s), or the acceptance, rejection, or evaluation, or review of vendor proposals shall not be made without the prior written approval of the Department.

NOTE: All modifications and other information associated with this RFP will be posted on the Department’s extranet: https://etfonline.wi.gov/etf/internet/RFP/rfp.html. Interested vendors are encouraged to check this site for updates frequently. No other notification regarding modifications will be provided.
