Third Party Administration for Employee Reimbursement Accounts (ERA) and Commuter Benefits

To Whom It May Concern:

This Request for Proposal (RFP) is issued by ETF on behalf of the Employee Trust Funds Board for Third Party Administration Services for several programs. ETE0002 seeks administrative services for Employee Reimbursement Accounts (ERA) and Commuter Benefits. ETE0003 seeks administrative services for Health Savings Accounts (HSA) and Limited Flexible Spending Accounts (LFSA). These programs are offered by the Wisconsin Employee Trust Funds Board and the State of Wisconsin Group Insurance Board. The State as represented by ETF intends to use the results of this process to award one or more contracts for the State-sponsored employee benefit programs as described below.

Qualified vendors may respond to and bid on either of the two RFPs identified in this section, or on both of the RFPs. The Board may choose to authorize no RFPs or one RFP, any combination, or both of the RFPs. The Board will make a decision as to what will be authorized at the time of contract negotiations. However, for each RFP that a vendor chooses to bid on, the response must be complete and separate from other RFP responses. After considering the proposals and prior to awarding a contract, the Board reserves the right to negotiate with any or all vendors a discounted final cost based on the vendor(s) being awarded more than one contract.

The 2015 plan year is the first opportunity State of Wisconsin employees will have to participate in an employer sponsored HSA along with a high-deductible health plan (HDHP).

The deadline for receipt of proposals for this RFP is May 1, 2014 at 2:00 p.m. Late submissions may not be considered. Questions may be submitted as indicated in the RFP via email to ETFProcurement@etf.wi.gov. The RFP number and title must be referenced in your email.
