The purpose of this document is to provide interested and qualified parties with information to enable them to prepare and submit competitive proposals for the Administration Services Only Contract (Administrator) for the State and Wisconsin Public Employers (WPE) group health insurance plans. The programs are offered to State of Wisconsin and certain local government employees.
The Group Insurance Board (Board) and the Department of Employee Trust Funds (ETF) seeks Request for Proposals (RFP) to secure an Administrator for the self-funded group health insurance plans and the insured Local Annuitant Health Program (LAHP). Except for LAHP, the Board will only consider proposals to operate the self–insured Group Health Insurance Program on a administrative services only arrangement. Prescription drug coverage is not provided through this program, except for the LAHP Preferred Provider Plan.
The State of Wisconsin, as represented by the Board, intends to use the results of this process to award a contract to administer the program for execution on January 1, 2012, through December 31, 2014. By mutual agreement with the Administrator, the Board retains the option to renew the contract for two (2) additional two (2)-year periods extending the contract through December 31, 2018. Implementation will begin June 1, 2011, and must be completed by December 31, 2011.
The State and WPE group health insurance programs are employer-sponsored programs offering group coverage to employees of state and participating local government employers. The total membership, including dependents, is 13,000. The approximately 420,000 valid claims generate in excess of $50 million in payments annually.
This procurement is authorized under Chapter 40 of the Wisconsin State statutes. All decisions and actions under this request for proposal are solely under the authority of the Group Insurance Board. Statutes and rules relating to procurement by other state agencies may not be applicable.
The RFP, and all the associated information is posted on ETF’s internet site at http://etfextranet.it.state.wi.us. All modifications will also be posted on this web site. As such, interested vendors are encouraged to check this web site for updates frequently. No other notification regarding modifications will be provided.
The deadline for receipt of proposals for the RFP is February 11, 2011, 3:00 PM, CST. Late submissions may not be considered. Questions may be emailed to Arlene Larson at arlene.larson@etf.state.wi.us. RFP number and title should be referenced in your email.
