EMPLOYEE REIMBURSEMENT ACCOUNTS PROGRAM AND
COMMUTER BENEFITS PROGRAM

To Whom It May Concern:

The purpose of this document is to provide interested parties with information to enable them to prepare and submit competitive proposals for third-party administration of the Wisconsin Employee Reimbursement Accounts (ERA) program, a flexible spending account plan authorized by Internal Revenue Code Section 125, and the Commuter Benefits program, a qualified transportation fringe benefit plan authorized by Internal Revenue Code Section 132. The Employee Trust Funds Board (Board) and the Department of Employee Trust Funds (ETF) intend to use the results of this process to award a contract. The proposed initial contract period is for three years beginning January 1, 2010. The Board retains the option of a 2-year contract renewal. The vendor who is awarded the contract will be responsible for Plan Year 2010 ERA program enrollment activities in the fall of 2009. The implementation start date will be approximately July 1, 2009.

This procurement is authorized under Chapter 40 of the Wisconsin State statutes. All decisions and actions under this Request For Proposal (RFP) are solely under the authority of the Employee Trust Funds Board. Statutes and rules relating to procurement by other state agencies may not be applicable.

The RFP is posted on the Employee Trust Funds web site at http://etfextranet.it.state.wi.us. All modifications and other information associated with the RFP will be posted on this web site. As such, interested vendors are encouraged to check this web site for updates frequently. No other notification regarding modifications will be provided.

The deadline for receipt of proposals for the RFP is April 28, 2009 at 3:00 PM CDT. Late submissions may not be considered. Questions may be emailed to Marcia Blumer at Marcia.blumer@etf.state.wi.us. RFP number and title should be referenced in your email.
