The purpose of this Request for Proposal (RFP) is to provide interested parties with information to enable them to prepare and submit a proposal for a data warehouse (DW) solution and/or a visual business intelligence (VBI) solution that includes data aggregation, analysis and reporting services for the State of Wisconsin health insurance program. The State’s health insurance program includes the Group Health Insurance Program (GHIP) for state employees, and the Wisconsin Public Employer (WPE) program for local government employees. The Wisconsin Department of Employee Trust Funds (ETF) intends to use the results of this solicitation to award one or more Contracts for the solutions described below:

• ETG0004 – Data Warehouse (DW) Solution
• ETG0006 – Visual Business Intelligence (VBI) Solution

Proposers may respond to ETG0004, or ETG0006, or both.

The Contract(s) will be administered and managed by ETF, with oversight by the Group Insurance Board (the “Board”). This RFP document and the awarded Proposer’s/Proposers’ Proposal(s) shall be incorporated into the Contract(s).

The Contract term for providing DW-VBI solutions will commence on the Contract start date and shall extend through December 31, 2019. The Board retains the option, by mutual agreement of the Board and the successful Proposer(s), to renew the Contract(s) for two (2) additional two (2)-year periods extending the Contract(s) through December 31, 2023, subject to the satisfactory negotiation of terms, including pricing.

This RFP details the procedures the Proposer must follow to submit a Proposal for DW and VBI solutions for ETF, and the minimum requirements that the Proposer(s) must meet to be eligible for consideration.

This procurement is authorized under Chapter 40 of the Wisconsin State Statutes. All decisions and actions under this RFP (ETG0004 and ETG0006) are solely under the authority of the State of Wisconsin Group Insurance Board. Procurement statutes and rules that govern other State agencies may not be applicable.

Any news releases or release of broadcast e-mails pertaining to this RFP, resulting Contract(s), or to the acceptance, rejection, or evaluation, or review of Proposals shall not be made without the prior written approval of the State of Wisconsin or ETF.

The deadline for receipt of Proposals for this RFP is Tuesday, September 13, 2016 at 2:00 p.m. CDT. Late submissions will not be considered. Questions may be submitted as indicated in the RFP via email to ETFSMBProcurement@etf.wi.gov.
