FOR ATTORNEY TO CONDUCT CONTESTED CASE HEARINGS

To Whom It May Concern:

The Wisconsin Department of Employee Trust Funds (ETF) has issued this non-binding request for information (RFI) from your company regarding conducting due process hearings on behalf of its program-related Boards. Since 2001, ETF has contracted with DOA-Hearing and Appeals for these services. With caseloads much lower, ETF is interested in identifying alternatives that would allow us to pay by hourly rate, per case or period of coverage without sacrificing turnaround time and quality.

ETF administers various employee benefit programs, including the retirement, group insurance and deferred compensation programs and the employee reimbursement accounts program. In the course of administering these programs, appeals of the benefit determinations are generated pursuant to Wis.Stat. Ch. 227. In order to ensure that an effective and impartial hearing system is available to the beneficiaries of the ETF’s programs, the ETF has determined that it is appropriate to contract with attorneys to conduct due process hearings on behalf of its program-related Boards.

All responses are requested back no later than September 17, 2009.
